"History of Jefferson County"

"Jefferson County was organized by an act of the Territorial Legislature passed November 23, 1810. It was named in honor of Thomas Jefferson, third President of the United States.

The act of organizing the county did not take effect until the 1st day of February, 1811. Prior to this time, it was formed a part of the territory of Clark County.

On the 14th day of June, 1812, the Court of Common Pleas met at Madison, and proceeded at once to the transaction of the county business. It continued to act in this-as well as its own-capacity, until the organization of the State, when a Board of County Commissioners was appointed.

The Circuit Court did not convene for almost two years after the meeting of the Court of Common Pleas. It convened at Madison, on the 7th of November, 1814.

The Judges of these courts were: Jesse Holman, Presiding and Samuel Smock, William Cotton and Williamson Dunn, Associates. The earliest case tried was that of one James McCoy, charged with assault. Christopher Harrison, Samuel Smock and Williamson Dunn, Associate Judges, presided on the 15th of June, 1812. The first business of the Circuit Court, after receiving the grand jury, was the issuing of an order for the arrest of James Meek, for contempt of court. He was released, however, by paying the costs. The first case in this court was entitled: 'William Henry Harrison vs. Leroy Schew,' appealed from a Justice's court. The defendent by his attorney, James Noble moved to discharge the appeal bond, but the Court overruled the motion, and set the case down for hearing.

In 1816, Indiana was admitted as a State into the Union. Under the Constitution of the new State, county business was to be transacted by a Board of County Commissioners, instead of the Probate Court. The Board of County Commissioners met the 10th day of February, 1817. Present, James Stott, Nathaniel Henel (sic Hunt) and Ekillis Welhite (sic Wilhite/Willhite)."

"The county officers elected were: John Paul, Clerk; John Serving (sic Sering), Treasurer and John Vawter, Sheriff. The Prosecutor was Jesse S. Woleman. (sic).

The following persons composed the grand jury appointed at the session of Circuit Court on November 7th, 1814: Christopher Harrison, foreman; Jonathan Lyon, Graham Lee, Paul Froman, Henry Sallers, David Commons, James Watson, John N. Johnson, John Richards, David McFry, Thomas Hughes, Samuel Edwards, Joshua Cane, Mathew Wise and Joshua Wilkinson.

A log house was erected in 1811. It remained until 1823, when it was superseded by a brick building, which was used for thirty years. In 1853, this building was destroyed by fire, and a new edifice rose on its ruins. It was constructed of stone, was fire-proof and cost $6,000.

The early jail was a block-house. In 1811, it gave place to a log structure, which remained until 1830. That year a brick building was erected, which in turn gave place to a new stone jail, built in 1847. The jail cost $15,000."

John Griffin thence with that section line west one mile to the range line
thence north with the range line to the County line   Pittsburgh is
Designated and appointed the place of holding Elections for said Township-
It is further ordered that there be an Election held in said Township for
the first Monday of March next for the purpose of Electing two Justices of
the peace for said Township
    David Talbott is appointed as Inspector of Elections for said Township

the first Monday of March next for the purpose of electing three Justices

Beginning on the Ohio river where the county of Jeffsn strikes the river

the County on the first Monday of April for the purpose of Electing two
Justices of the peace for the Town of Madison who are to reside there in &
It is further ordered that a copy of this order be published in the Indiana
republished for three weeks successively.

Ordered that the Sheriff procure a Shutter to the upper Door of the jail
also a Small ladder for the same-
